Cadet Officers. Recruits should be given

definite information as to their prospects of promotion to senior posts. After ten years there should be

specialization in either administration, finance or

law.

An advisory body representative of the Civil

Service as a whole should be constituted for consulta-

tion on matters relating to conditions of service.

The Director of Public Works should be an expert on municipal engineering/administrative problems.

Suggestions are made regarding the proposed

Zoning Committee.

The Commission observe on past extravagence and the disadvantages of lack of continuity in policy.

The number of Government launches requires

examination.

An immediate survey of the harbour necessary. The proposals of the Playing Fields Committee

are based on too generous a scale.

Area of vacant land outside old portion of

Western Market should be developed.

Raising of fees at British schools should

be considered.

The removal of the Slaughter Houses at Kennedy Town would enable that district to become residential.

The Commission are in favour of dilution of

subordinate staffs with Chinese. This is opposed because Chinese are alleged to be liable to bribery, but the Commissioners "firmly believe that graft is not confined to the Chinese employees of Government, but

is more widely spead than is generally thought".
