Cadet Officers. Recruits should be given
definite information as to their prospects of promotion to senior posts. After ten years there should be
specialization in either administration, finance or
law.
An advisory body representative of the Civil
Service as a whole should be constituted for consulta-
tion on matters relating to conditions of service.

The Commission are in favour of dilution of
subordinate staffs with Chinese. This is opposed because Chinese are alleged to be liable to bribery, but the Commissioners "firmly believe that graft is not confined to the Chinese employees of Government, but
is more widely spead than is generally thought".
